Given the expectation to move with dispatch on the regulatory front, I viewed Neomi Raoâs confirmation to lead the OMBâs Office of Information and Regulatory Affairs as highly fortuitous. I had previously worked with her when she served in the White House Counselâs office during the George W. Bush administration. The Department of the Interior was part of her agency portfolio then, so she would understand the departmentâs issues. I knew that she would be fair to everyone in the process of reconciling the varied comments she would receive from other departments on Interiorâs regulatory proposals. She would also recognize how important timely action was to achieve the presidentâs policy outcomes. Most importantly, I believed that she would be able to ensure that her staff in OIRAâs Natural Resource and Environment Branch were kept on task. My expectations were borne out.
In the first two years of the Trump administration, Interior was able to confer with Rao, agree upon priorities and schedules, and move forward at an expeditious pace. Interior has a small regulatory footprint by comparison with that of agencies such as the Department of Labor or the Department of Health and Human Services, but it was a leading executive branch agency for regulatory reform during the Trump administration. Much of our success was the result of Raoâs efficient and accessible leadership at OIRA, which facilitated the regulatory review process.
The Office of Management and Budget is effective only when its political leadership holds the staff accountable, to ensure that policy reflects the presidentâs view. For the presidentâs part, the tool of regulatory review is only as effective as the president and his political appointees make it.
